This is all coming out of the 2 code bases. Almost ALL of the addons out there are either from the Exodus base or the Incursion base. They are slightly different but do the same thing. I really suspect the way forward is to just put up the code on github and people fork it. That way they can play with it or install it or not for their own use and not be part of the repo distribution system.
Maybe this will make it only useful to devs. I dont know. But you are right. All these addons do is search sources, find links, present them to the user, and sometimes put them in the library. It is JUST a search engine with some perks.

As long as Kodi in general stays I’m happy, I’ve got the Aura skin installed and I’ve customised it all to display over 33 complete Tv shows and 175 Movies, Kodi is a amazing tool to display your movie / tv library’s
Kodi Addons have had a good run, there’s still a million ways to access free Movies and Tv shows online so it’s not the end of the world, Kodi addons coming to a end was only a matter of time
